      As of now, all visitors to the GDR and East Berlin from West Germany and other Western nations, with the exception of pensioners and children, are required to exchange five West German marks per person per day for East German marks at the rate of 1:1. For West Berliners, the compulsory amount to be exchanged is three marks per day. In protest, the West German government breaks off talks about loans requested by East Berlin.
